The construction of residential buildings is the most propulsive element in civil engineering in Croatia. The fastest turnover of the investment and the biggest gain to the investor is realized in that segment. According to some statistics, the turnover of the investment is 30 %, and in some cases even up to 100%. Even at price reduction (in particular in the Zagreb region due to the large offer which surpasses the demand), it is to be expected that the construction of residential buildings will continue to be prioritized as to the velocity and height in investment turnover. 

After a decade of standstill in residential building construction, in the year 2000, and in particular 2003, the intensive construction activities, oriented towards construction of apartments for private buyers were started in Croatia. In the seventies and eighties, some    30 000 apartments were built per annum, whereas the peak was reached at 35 000. During the nineties, due to the situation at the time, the maximum of 10 000 was built per annum, which created the huge demand.

According to some research studies, the primary goal for Croatian residents is to resolve the housing problem, and provide themselves an apartment. It represents the prerogative for 2/3 of Croatian citizens.

Despite intensive construction activities, the current offer can not satisfy the growing demand. Only in the city of Split, second largest Croatian city, the lack of some 10 000 apartments has been noted. With regard to the natural growth rate in the forthcoming period, the deficit in residential sector is definitely going to increase.  The adoption of urban master plans has created all the preconditions for  the residential buldings’ construction, business enterprise which is, despite sometimes high land prices, very lucrative.
