The infrastructure projects in Croatia are, as a rule, financed either by the State, or the local administrative units (municipalities, cities, counties). However, since the year 2000, a substantial growth in realization and termination of major infrastructure projects, which had been planned for decades but were never realized, has been noticed. Thanks to the pro-active approach of the State, new highways, sport arenas, ports and harbors have been built, as well as the premises of a wider social importance (halls, schools, kindergartens), but also some adaptation, expansion and restoration programs of the existent units have been approached and realized. Thanks to the above mentioned activities, and particularly thanks to the construction of new roads, the prerequisites have been achieved for the uninterrupted capital flow and development of other investment projects in all parts of Croatia.
Both domestic and foreign investors have the opportunity to close a public-private partnership deals, in which private companies with the state or the local administrative units develop infrastructure projects as a form of a long term investment. The turnover and the expected return for the investor is realized in reasonable terms, necessary for a turnover of the investment in the tourist sector.
